Canada has signed a Council of Europe convention establishing an International Claims Commission for Ukraine, the body said on Sunday.
The framework will process claims for damages and losses caused by Russian aggression in Ukraine. The commission represents a multilateral effort to document and pursue compensation for war-related harm.
