Presidential decree introduces tax and customs benefits and sets targets for transit and logistics services exports.

Uzbekistan's President Shavkat Mirziyoyev signed decree No. PP-368 on October 12, 2026, "On Additional Measures to Develop the Transport and Logistics System," which provides for an increase in the number of international dry ports from 24 to 30 by 2030.
The document establishes sector-specific targets for 2026–2030. Annual capacity of transport and logistics centers must reach at least 40 million tons. Export of transport and logistics services is planned to reach $3.5 billion USD, and the volume of transit cargo through the country's territory is targeted at 18.5 million tons. Capacity at cargo border crossing points and container capacity at logistics centers is expected to double.
The decree identifies specialized logistics zones: Khanaboa in Andijan Region, Alat District in Bukhara Region, Termez District in Surkhandarya Region, and Yangiyul and Akhangaransky Districts in Tashkent Region. Tax and customs benefits are being introduced for transport and logistics centers. The centers also plan to implement terminal operating systems (TOS) and warehousing technologies.
