Kyrgyzstan and Uzbekistan mutually recognize pension service records
The Jogorku Kenesh is reviewing an agreement signed in Cholpon-Ata on July 30: citizens of both countries will be able to combine service records and receive pensions at their place of residence.

Kyrgyzstan's Cabinet of Ministers has submitted to the Jogorku Kenesh for ratification an agreement with the government of Uzbekistan on state social insurance and pension provision. The document was signed on July 30, 2026, in Cholpon-Ata during a state visit by Uzbek President Shavkat Mirziyoyev to Kyrgyzstan.
The agreement grants citizens of both countries equal conditions for receiving insurance pensions for old age, disability, and loss of breadwinner. If the insurance service record accumulated in one country proves insufficient, work periods in Kyrgyzstan and Uzbekistan will be combined. The amount and procedure for payments are determined by the legislation of the country awarding the pension.
Pensions are planned to be transferred directly to recipients, regardless of their place of residence, without deduction of delivery expenses. The agreement also eliminates double payment of insurance contributions when workers are assigned on temporary business to the other country.
According to the State Tax Service, in 2025 insurance contributions in Kyrgyzstan were paid for 8,288 Uzbek citizens totaling 86.4 million som. According to Kyrgyzstan's Ministry of Foreign Affairs, approximately 6,300 citizens of the Kyrgyz Republic reside in Uzbekistan.
Funds for implementing the agreements are planned to be provided annually in the budget of Kyrgyzstan's Social Fund. The parties also agreed to exchange statistical data annually on the number of working citizens in the territory of the neighboring state.
