CSTO May Decide on Armenia's Membership on November 11
The organization's Secretary General Talalatbek Masadykov told TASS that the issue could be brought before a meeting of the Collective Security Council.
Leaders of the member states of the Collective Security Treaty Organization (CSTO) may decide on Armenia's membership at the regular meeting of the Collective Security Council on November 11 in Moscow.
TASS was told this by CSTO Secretary General Talalatbek Masadykov. According to him, Yerevan's withdrawal from the organization is possible "if the issue is raised at a meeting of the Collective Security Council." The presiding country or any other head of state who is a Council member may initiate consideration of the issue.
Masadykov also clarified Armenia's de facto position in the organization: under Article 25 of the CSTO Charter, failure to pay membership dues and failure to fill quota positions deprive a state of voting rights. According to him, this is precisely the situation that has developed with Armenia at present.
The next session of the CSTO Collective Security Council will take place on November 11 in Moscow.
