NATO Commander Publicly Reveals 'Victory Theory' Three-Point Strategy for First Time
Grinkevich announced the plan in Warsaw — the disclosure of a classified military document is itself the news.

Alexios Grinkevich, Supreme Commander of Allied Forces in Europe for NATO, revealed in Warsaw what the alliance describes as a 'victory theory' — a military plan that remained classified for an extended period before the decision was made to disclose it.
The plan is based on three phases: in the first, ground forces supported by air, naval, electronic, and space capabilities intercept any potential attack and prevent territorial control. In the second phase, sensor systems and autonomous platforms are deployed to neutralize the attacker's advance. The final phase targets — when necessary — 'the destruction of the enemy's combat system and everything that supports it' using precision munitions and unmanned systems.
Grinkevich clarified that the goal of the plan is to provide the allies with confidence while deterring adversaries simultaneously. He indicated that his decision to disclose military planning that was classified by nature was linked to the current security environment, though he did not specify the reason conclusively.
What Grinkevich did not say publicly deserves scrutiny: the intended adversary was not named, the threshold for activating the plan was not defined, and no figures related to force size or deployment were revealed.
