The Revenue Authority published annual income tax returns for the 2025 tax period. The individuals with the highest income tax accrual were, respectively, Baykar Board Chairman Selçuk Bayraktar, Baykar General Manager Haluk Bayraktar, and Koç Holding Honorary Chairman Rahmi Koç.
According to the data, 5 million 586 thousand 760 taxpayers filed returns across Turkey. The total declared taxable income exceeded 2 trillion 394 billion TL, with 710 billion 565 million TL in income tax accrued on this amount. The average taxable income per taxpayer was calculated at 428 thousand 651 TL, and average tax at 127 thousand 187 TL.
When the top 100 highest taxpayers were assessed by city distribution, Istanbul led by a considerable margin with 78 individuals; Ankara entered the list with 10 people, Izmir with 3, and Kocaeli with 2. In the 2024 period as well, the top names on the list came from the defense sector; Baykar executives ranked high that year too.

Defense sector leaders and holding heads ranking at the top of the tax standings reflects the tax burden of high-income individuals in Turkey. The gap between the average tax amount per taxpayer (127 thousand TL) and the amounts paid by the upper income group reflects income inequality.
