Kyrgyzstan Launches Digital Accreditation System for Foreign Investors
Resolution No. 697, signed on October 15, requires the National Investment Agency to establish an online application system within three months.
Kyrgyzstan has approved a voluntary accreditation procedure for foreign investors. Resolution No. 697 of October 15 was signed by First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiyev.
Under the resolution, the National Investment Agency under the president must launch a digital system for submitting and processing accreditation applications within three months of the measure taking effect. The procedure is voluntary: investors choose for themselves whether to seek accredited status.
A key feature of the new system is the introduction of dedicated personal coordinators: each accredited investor will be assigned an agency officer to guide their dealings with government bodies. Agencies will be barred from requesting information that already exists in state digital systems — they must obtain it through inter-agency electronic data exchange.
Local administrations and self-governance bodies will also be brought in to work with foreign investors. The resolution gives regulatory force to a mechanism provided for in amendments to the investment law previously signed by President Sadyr Zhaparov.
