Uzbekistan's President Shavkat Mirziyaev signed Decree No. PP-295 on the implementation of a public-private partnership project for the modernization and management of electrical networks in Samarkand Region. The document is dated August 17, 2026.
Following an international tender conducted with financial and technical support from the International Finance Corporation, Turkish company AKSA Elektrik Perakende Satış A.Ş. was selected as the private partner. A subsidiary company, AKSA Samarqand Electricity Distribution LLC, was established in Uzbekistan to implement the project.
A state support agreement between Uzbekistan's Ministry of Economy and Finance and the private partner was signed on January 29, 2026. Under its terms, AKSA is obliged to attract $357 million in direct investments over the first 12 years of the project.
During this period, the company will expand the distribution system, modernize and reconstruct networks, and assume management and operation of the electrical supply networks of Samarkand Region.
