Kyiv expects to receive $101 billion in financial support from Western partners over 2026–2027, according to figures contained in a draft program of activities for the Ukrainian government submitted to the Verkhovna Rada and reviewed by TASS.
According to the document, Ukraine intends to attract approximately $49 billion in 2026 and $52 billion in 2027. The funding sources are named as the European Union, the IMF, the World Bank, and other partners.
The program notes that the country has fully exhausted its own resources, and the search for additional financing is becoming increasingly difficult. Ukraine has run record-level budget deficits for several consecutive years.
A separate section addresses military personnel. The Cabinet of Ministers sets the goal of bringing the Armed Forces to one hundred percent staffing by 2027 — including through strengthening the conscription system, mobilization, and "improving military registration."

View Now →Ukraine has requested $101 billion in Western support for 2026–2027, acknowledging complete depletion of its own resources. The government is counting on financing from the EU, IMF and World Bank, while simultaneously setting the goal of fully equipping its armed forces by 2027.
The scale of the request ($101 billion) demonstrates the critical state of the Ukrainian economy and its dependence on foreign assistance to continue military operations and reconstruction. For Western donors, this signals long-term financial commitments that will be required to support Ukraine in the medium term.
