Russia's Central Bank has proposed including Bitcoin, Ethereum, and Tether USDT in the list of cryptocurrencies permitted for public trading on exchanges, according to RBC citing the regulator.
The draft directive has been published for discussion. The three assets were selected on three criteria: market capitalisation, average daily trading volume, and pricing history on foreign platforms of at least five years.
Retail investors will be permitted to trade only these three most liquid cryptocurrencies — to protect them from sharp and unpredictable price fluctuations. Qualified investors will be able to purchase all cryptocurrencies traded on exchange and over-the-counter markets without restriction.
Before executing any transactions, all investors must pass a suitability test and acknowledge the risks associated with crypto-asset investment.

The selection of cryptocurrencies is based on market capitalization, trading volume and five-year pricing history.
If the directive is adopted, Russian retail investors will gain legal access to the three largest cryptocurrencies through official exchanges. Qualified investors will be able to trade a broader spectrum of crypto assets without restrictions, however all will be required to pass mandatory testing on risk knowledge.
