Of the proposed amount, €13.3 billion will go toward budget support, €31.7 billion toward weapons procurement; the funds will effectively be granted without repayment obligations.

The European Commission approved a proposal to allocate €45 billion to Ukraine in 2027 — the remainder of a €90 billion package under the Ukraine Support Loan, the EC announced on October 30.

The Commission stated that the package adopted today includes a proposal to the EU Council for "approval of the remaining loan amount of €45 billion for 2027."

Of this sum, up to €13.3 billion is designated for budget support to the Ukrainian government, while €31.7 billion will be directed toward weapons and military equipment procurement. Thus, the defense component of the package accounts for more than two-thirds of the total funding volume.

Although the Commission uses the term "loan," Kyiv will effectively receive the funds as a grant: the money will be raised through borrowing on financial markets, and debt servicing — payment of interest and repayment of principal — will be borne by the European Union's budget, not by the Ukrainian side.

The EU Council must make the final decision on the package.
