President Donald Trump's administration has offered Cuba a $100 million aid package, conditional on Havana implementing genuine political and economic reforms to receive the support.

The initiative comes amid an ongoing oil embargo imposed by the United States on the Caribbean island, which has contributed to a deepening economic crisis Cuba has endured for years and led to acute shortages of fuel and essential goods.

Washington leveled direct accusations at the communist leadership in Havana of "standing in the way" of humanitarian aid reaching Cuban citizens, holding it fully responsible for the deterioration of living conditions in the country.

Observers view the move as potentially reflecting a U.S. shift toward using economic diplomacy as a tool to pressure the Cuban government and extract substantive changes in its domestic policies — against the backdrop of deep-rooted historical tensions between the two countries.
