A $2.1 billion US Foreign Military Sale of 500 Patriot PAC-3 MSE interceptors to Ukraine, authorised by the Trump administration on Friday, Oct. 30, will not begin delivery until after 2030, diplomatic sources say — leaving Ukraine's air-defence brigades without immediate reinforcement as Russian ballistic strikes target municipal power grids.

The contracted munitions are newly manufactured weapons rather than drawdowns from existing American inventories, Radio Liberty correspondent Alex Raufoglu reported, citing informed sources. "These are new missiles, with deliveries not expected until after 2030," Raufoglu said. According to Raufoglu, this arrangement does virtually nothing to resolve the acute deficit of interceptors in Ukraine ahead of winter.

Bilateral talks have yet to produce an agreement on joint coproduction inside Ukraine. The Pentagon remains engaged in an extended review on whether to grant Kyiv manufacturing licences for the advanced interceptors.

President Volodymyr Zelensky welcomed the strategic approval but stressed the mismatch with immediate needs, writing on X that deliveries may begin "ONLY IN A FEW YEARS" and calling on Washington to find a solution for periods of "real danger."

To prevent power-grid failures, Zelensky proposed an operational swap: Washington and European allies would transfer PAC-3 MSE missiles from their active national inventories now, later replenishing those stocks with factory-fresh munitions from the $2.1 billion contract. Kyiv has requested an emergency winter allocation of 100 PAC-3 interceptors per month.
