International digital operator VEON Ltd. has agreed to acquire 100% of Rubicon Wireless, operating in Uzbekistan under the Perfectum brand, for $207 million. VEON announced this on October 19, 2026.

The total deal value includes Perfectum's financial debt of approximately $93 million, which the buyer assumes. Deal closure is expected by end of November 2026. Required regulatory approvals have already been obtained; VEON is financing the acquisition from its own cash resources.

Perfectum holds 115 MHz of radio frequency spectrum in the 850 MHz and 3800 MHz bands, as well as network equipment and telecommunications infrastructure. The assets include a 5G Standalone network built on Nokia equipment.

According to VEON's assessment, the deal will increase Beeline Uzbekistan's spectrum resources by approximately 50%, which will enable the company to expand network capacity and coverage and prepare infrastructure for further development.
