CHP Chairman Özgür Özel directly responded to former chairman Kemal Kılıçdaroğlu's argument that 'the congress cannot be held until the precautionary measure is lifted.' According to Cumhuriyet, Özel characterised Kılıçdaroğlu's position as a political choice rather than a legal one, saying 'It is a matter of intention.'
Kılıçdaroğlu had previously argued that the congress must be conducted on a proper legal basis and that such a meeting would not be possible without the current precautionary measure being lifted. Özel, however, rejected this justification and made clear his determination to press ahead with the congress process.
