COP31 spending reaches 14.2 billion lira; TOKI alone to spend 8 billion TL

Public spending for the 31st Conference of the Parties to the UN Framework Convention on Climate Change (COP31) to be held in Antalya in November 2025 has reached 14.2 billion lira. According to the figures, the Housing Development Administration (TOKI) tendered 8 billion 85 million lira for event venue construction as well as infrastructure and landscaping work; this contract was awarded to Özyazıcı Construction. The Environment Ministry's Climate Change Directorate received a transfer of 5 billion 650 million lira, while Antalya Metropolitan Municipality signed a contract for road construction worth 435 million 600 thousand lira.

The total cost of the NATO Summit held in Ankara last year was announced as 13 billion lira; COP31 spending has already exceeded that figure, with the conference still four months away. The multi-billion public expenditure on a climate summit expected to advocate for sustainability principles has raised questions in opposition circles about the legitimacy of the conference.
