Uzbekistan's President Shavkat Mirziyoyev signed Decree No. PP-295 on the implementation of a public-private partnership project to modernize and manage the electrical grids of Samarkand Region. The document is dated August 17, 2026.
Following an international tender conducted with the financial and technical support of the International Finance Corporation, Turkish company AKSA Elektrik Perakende Satış A.Ş. was selected as the private partner. A subsidiary, AKSA Samarqand Electricity Distribution LLC, has been established in Uzbekistan to implement the project.
The public support agreement between Uzbekistan's Ministry of Economy and Finance and the private partner was signed on January 29, 2026. Under its terms, AKSA is obligated to attract $357 million in direct investment over the first 12 years of the project.
During this period, the company will expand the distribution system, modernize and reconstruct the networks, and assume management and operation of Samarkand Region's power supply networks.
