Canada sets June 2027 deadline to define EU 'associate membership' terms
Prime Minister Carney endorsed the proposal at the Montreal summit, calling it 'the deepest possible partnership short of accession.'

Canada and the EU gave themselves until June 2027 to determine the full terms of a new associate-membership arrangement, Prime Minister Mark Carney announced Friday at the close of a two-day summit held at the Port of Montreal.
Carney endorsed the proposal by European Commission President Ursula von der Leyen, describing the relationship as "the deepest possible partnership short of accession." Canadian government officials confirmed that no legislation will be required to legitimise the status. The arrangement comes with a payment schedule, though Carney was evasive when pressed on how much associate membership will cost the Canadian public. "We don't view this as paying, personally," he said, stressing the alliance as a "positive" project.
Von der Leyen, flanked by European Council President António Costa, called the concept "uncharted territory" and framed it as a survival strategy for an increasingly dangerous world. Costa described the new association as "the closest, deepest and most unique of its kind," pitching it as a model for non-European countries to integrate more closely with the bloc.
The term "associate member" had itself been contested, with pushback from EU heavyweight Germany, though the language survived into the final framework.
Some irritants survived the summit. Carney told reporters the two sides had reached agreement on carveouts from the EU's anti-deforestation law, but Canadian officials subsequently walked back that claim, saying the issue remains part of ongoing trade discussions. Canada's eligibility for "Made in Europe" status under the EU's Industrial Accelerator Act also remained unresolved, though von der Leyen noted that the Commission's proposal foresaw including all free-trade partners — and therefore Canada automatically — subject to the co-legislative process.
The backdrop includes a hostile response from U.S. President Donald Trump to Canada's rapprochement with the EU.
