President of Ukraine Volodymyr Zelensky and President of Turkey Recep Tayyip Erdogan held bilateral talks in Istanbul on October 31. The central theme was preparation for three-way talks between Ukraine, the US, and Russia in the first half of November.

Zelensky stated that they are "preparing for a three-way format — Ukraine, the United States, Russia" in the first half of November. According to him, the sides discussed the possibilities of involving Turkey, Europe, and other partners, and also considered Istanbul as a possible venue for the meeting.

Erdogan confirmed Ankara's readiness to facilitate diplomatic settlement. "We note with great satisfaction that the initiative to end the war through diplomatic means has regained momentum," said the Turkish president. He also emphasized that an agreement on maritime safety in the Black Sea could become an important catalyst for achieving comprehensive peace.

Erdogan condemned strikes on civilian vessels, stating that "attacks on civilian ships and actions that escalate the situation in the Black Sea will not benefit anyone." According to him, they cannot under any circumstances accept these attacks regardless of who carries them out and what motives justify them, and called on all sides to act responsibly.

Zelensky noted that Russia has consistently worsened the situation in the Black Sea since 2014, and noted that Turkey consistently supports Ukraine's sovereignty and territorial integrity.

The meeting was preceded by a telephone conversation between Erdogan and US President Donald Trump on October 28, during which the Turkish leader confirmed Ankara's readiness to facilitate the resumption of formal diplomatic talks between Ukraine and Russia.

The meeting took place against the backdrop of discussions about possible venues for three-way talks — among the options being considered are Abu Dhabi, Switzerland, and Turkey. Zelensky previously stated that Kyiv expects talks to be held between November 6-10. Kremlin foreign policy adviser Yuri Ushakov stated that Moscow is ready to resume talks after the November 4 holiday.
