Yugra will close three more sectors to foreign workers on patents from 2027 — Kyrgyz citizens protected by EAEU
Governor Ruslan Kukharyuk announced an expansion of restrictions: the number of prohibited directions for patent migrants will grow from 27 to 30. Citizens of Kyrgyzstan will not be affected by the changes.

Starting January 1, 2027, authorities in Khanty-Mansiysk Autonomous Okrug — Yugra will prohibit foreign workers employed on patents from working in three additional types of economic activity. The total number of closed sectors will increase from 27 to 30.
This was announced by the region's governor Ruslan Kukharyuk at an annual press conference. According to him, the aim of the restrictions is to expand employment opportunities for local residents; when preparing the list, authorities also took into account appeals from the population and enterprises.
The restrictions apply exclusively to workers carrying out work activities on the basis of patents. Citizens of Kyrgyzstan working in Russia under EAEU rules are not subject to the ban — this is confirmed by clarifications from the Eurasian Economic Commission.
Kukharyuk also presented data on the migration situation in the region: over the nine months of 2026, Yugra received 51,845 foreign citizens compared to 67,266 for the same period in 2025. The decline was 22.9%.
The governor emphasized that the region does not plan to completely abandon foreign labor and remains interested in qualified specialists, including shift workers, provided that Russian legislation is observed.
Since October 25, 2026, the procedure for exchanging information about foreign workers' employment activities has changed in Russia: the Social Fund of Russia began transmitting the relevant information to the Interior Ministry through state electronic systems.
