The U.S. State Department notified Congress on October 30 of a foreign military sale involving 500 PATRIOT Advanced Capability-3 Missile Segment Enhancement (PAC-3 MSE) interceptor missiles for Ukraine, valued at approximately $2.1 billion.

The package includes classified and unclassified spare parts along with multiple logistics services, with Lockheed Martin executing the contract as prime contractor.

The U.S. federal budget will bear no portion of the financing; Canada, Germany, and Norway will cover part of it through the American JUMPSTART program, while Kyiv funds the remaining share from its budget backed by the Ukraine Support Loan issued by the European Union.

The decision came after Ukrainian officials announced in August 2024 that PATRIOT system interceptor missile stockpiles were running critically low. Ukrainian President Volodymyr Zelensky revealed he had been awaiting American approval for roughly a month, noting that his country needs approximately 5% of the U.S. PATRIOT missile inventory to withstand the winter season, while currently possessing only 1% of that volume.

Russia has intensified strikes on Ukrainian energy infrastructure as winter approaches, increasing the need for interceptor missiles to protect power plants specifically. Washington had ended its free weapons transfer system to Kyiv in July 2025, shifting instead to the PURL mechanism that allows NATO allies to purchase American weapons and deliver them to Ukraine.
