Italy has submitted a €23.5 billion Draft Budgetary Plan to the European Commission and to the Italian Parliament, with the government acknowledging that central elements of the package depend on negotiations over EU flexibility rules for energy spending.

The 44-page document sets out two main pillars: protecting household purchasing power with particular focus on the most vulnerable, and supporting businesses and investment.

The largest single line is €5 billion for family policies and social spending. A court-ruling fund — listed as fondo sentenze — accounts for €1.9 billion. An additional €720 million appears under a category labelled "other spending/measures" with no further breakdown provided, bringing the stated total to €23.5 billion.

Leveraging EU flexibility rules, the draft budget aims to reinforce national defence and energy security. Green funding is directed primarily at rail network upgrades and public infrastructure including schools, hospitals, universities, sports facilities and hydroelectric resources.

For the Commission, the question is whether Rome's invocation of flexibility clauses is within the bounds of the EU's revised fiscal framework. Until that negotiation concludes, the budget's final shape remains open — a fact the government itself flags in the plan.
