The "Mecca" mutual defense agreement signed between Turkey, Pakistan, and Saudi Arabia has been referred to the Turkish Parliament's presidency. The agreement consists of 16 articles and designates the three countries as "essential parties."

Article Two — the most significant provision in the document — stipulates that any external armed attack or military aggression targeting one of the parties shall be considered an attack on all of them, based on the right of self-defense enshrined in Article 51 of the United Nations Charter. The same article obligates the provision of immediate support to the attacked party, including military capabilities.

The agreement extends beyond the defensive dimension to include cooperation in defense industries, including joint production and joint development of research and development in advanced technology fields, as well as training specialized human cadres on the territories of the parties.

The agreement will first be referred to the Foreign Affairs Committee of the Turkish Parliament before being presented to the general session for a vote.
