US Presidential Special Envoy Steve Witkoff is flying to Oslo for a meeting with Ukrainian President Volodymyr Zelensky scheduled for Tuesday, with the aim of then travelling to Russia to meet President Vladimir Putin, according to Axios correspondent Barak Ravid, citing sources.

Norwegian Prime Minister Jonas Gahr Store is expected to attend alongside representatives of the United Kingdom, Germany, Italy, France, the European Union leadership and NATO, TASS reported, citing Ravid's post on X.

Ravid's sources said "the objective is to continue aligning on a comprehensive proposal" for negotiations with Russia, and that this proposal would form the basis for renewed talks with Moscow.

According to one of Ravid's sources, Witkoff intends to present Putin with proposals developed jointly by the United States, Ukraine and European partners. Technical-level work on those proposals was conducted last week.

The package under discussion includes the release of Stephen Hubbard, a 72-year-old US citizen convicted in Russia of fighting on the side of the Ukrainian armed forces.
