The US State Department has formally approved a potential sale to Ukraine of 500 PAC-3 MSE air-defense missile interceptors for the Patriot system valued at $2.1 billion, according to a State Department notification sent to Congress.

Kyiv requested the PAC-3 Missile Segment Enhancement interceptors — the most advanced variant of Patriot missiles — along with spare parts and logistics support. The State Department stated that the deal "will support US foreign policy and defense interests" while strengthening the security of a partner country that is a factor in political and economic stability in Europe.

Western allies of Ukraine will bear the full costs: Canada, Germany, and Norway through the JUMPSTART program, as well as national funds financed through the European Union's credit support mechanism for Ukraine. No US taxpayer funds are involved in the deal, and no additional US military personnel will be deployed to Ukraine.

Lockheed Martin will serve as the prime contractor. The company previously announced investments of up to $9 billion through 2030 to expand missile production. On July 30, Lockheed Martin unveiled a lower-cost version of the PAC-3 interceptor priced at approximately $2 million per unit — less than half the cost of the current variant.

The Congressional notification marks only one stage in the approval process, not final confirmation of delivery: shipment timelines are not specified. The deal remains particularly relevant as winter approaches, with parties expecting Russia to intensify strikes on the country's critical infrastructure.
