Trump Activates Defense Production Act to Boost U.S. Oil Capacity
The White House classifies oil exploration, refining, and logistics services as "industrial resources essential to national defense."

President Donald Trump signed an order activating Section 303 of the Defense Production Act of 1950, aimed at increasing crude oil production, refining capacity, and logistics services within the United States.
Trump based his decision on the "national energy emergency" he declared on January 20, 2025, defining oil exploration, production, refining, and logistics operations as "industrial resources essential to national defense." He noted that limited financing, lengthy licensing procedures, and supply chain constraints prevent these capacities from being supplied in a timely manner without presidential intervention.
The order authorizes the U.S. Department of Defense to execute the measure and permits recourse to purchases, purchase commitments, and financial support to develop production capabilities or undertake other necessary actions to meet specified needs. Exemptions from the usual requirements of the same provision were also granted on the grounds of the emergency.
