The Bolu Chief Prosecutor's Office submitted a 55-page indictment against 14 defendants to Bolu 3rd Heavy Penal Court, alleging irregularities in goods and services procurement tenders within Bol Tur Turizm Organizasyon Ticaret ve Sanayi AŞ, a subsidiary of Bolu Municipality; the court accepted the indictment.

Among the detained defendants are Bolu Municipality Special Counsel Director and Bol Tur AŞ Board Chairman Özgür Nihat Yıldız and Bolu Greengrocers and Peddlers Guild Chief Mustafa Altındal.

In the indictment, prosecutors are seeking against Yıldız sentences ranging from 4 to 12 years for bribery, from 8 years 16 months 15 days to 31 years 6 months for chained embezzlement across two separate acts, from 3 to 7 years for bid rigging across three separate acts, and from 3 to 7 years for performance misconduct across two separate acts. For Altındal, prosecutors are seeking sentences ranging from 3 years 9 months to 12 years 3 months for chained performance misconduct and bid rigging offenses.

In the indictment, the Interior Ministry is designated as "damaged party," while Bolu Municipality and Bol Tur AŞ are designated as "aggrieved parties."

Bolu Municipality had come under scrutiny in previous proceedings regarding tender transparency; it is documented in the investigation file that although Bol Tur AŞ was established for the purpose of tourism organization, the municipality conducted various goods purchases through this company.
