A German state-owned enterprise negotiated with a Putin confidant in 2023 to restart liquefied natural gas deliveries to Russia, according to an NDR investigation.
The Kremlin approved the arrangement, and substantial sums have since flowed to Russia via the deal. The negotiations occurred while Russia was engaged in active military operations in Ukraine.
The discovery raises questions about Germany's energy independence strategy and potential financial support flowing to Russian interests during wartime. German authorities have not yet publicly commented on the investigation's findings.
