Economist Nazır Kapusuz stated that Katılımevim shares were sold from Tera to state bank Emlak Katılım, calculating that the swap transaction requires approximately 12 billion lira in public funds. Kapusuz noted that Tera also transferred shares to Pusula, which is managed by the Savings Deposits Insurance Fund (TMSF), and estimated that Emlak Katılım could purchase its stakes in Pusula within days for approximately 12 billion lira. If both transactions are completed, a total of 24 billion lira in public funds will be channeled into the fund pool.

Kapusuz also argued that a public loss of 45 billion lira had previously occurred for Katılımevim to continue meeting its regular installment obligations; he emphasized that this amount corresponds to receivables owed to citizens paying installments, not to fund companies.

The government had previously argued that public funds would not be used to resolve the fund crisis. Emlak Katılım and TMSF have not yet made an official assessment regarding the transactions.
