It has been alleged that the AKP-led Ordu Metropolitan Municipality used the Erzurum Metropolitan Municipality as an intermediary to appoint someone without civil servant status to the position of General Director of Ordu Water and Sewerage Administration (OSKİ). Muhammet Günaydın was first hired for the position of Private Office Director in Erzurum, then took up his post in Ordu last week.

Naci Şanlıtürk, Ordu Deputy from the MHP, the ruling coalition partner, who is investigating the matter, brought the irregularities under the leadership of AKP-affiliated Metropolitan Mayor Hilmi Güler to the Parliament's agenda. Şanlıtürk alleged that former district mayors were appointed as civil servants from private office positions and that funds were transferred from the municipality company budget to certain media organizations.

OSKİ is a public administration responsible for managing Ordu's drinking water and sewerage infrastructure; the general directorate position requires civil servant status under Law No. 657. Similar shell appointment allegations have surfaced in other municipalities before, but this is the first official parliamentary appearance of such a claim specific to Ordu.

Ordu Metropolitan Municipality has not yet responded to the matter.
