Pentagon puts Ukraine's Patriot production licence under 'further review'

The Pentagon has declined to grant Ukraine a licence to manufacture Patriot interceptor missiles domestically, instead referring the request for "further review" with no timeline for a decision, leaving Kyiv dependent on overseas production as Russian strikes continue.

The development follows Washington's approval on Friday of a proposed $2.1 billion sale of 500 Patriot Advanced Capability-3 Missile Segment Enhancement interceptors to Ukraine. President Volodymyr Zelensky warned the newly approved missiles might not begin arriving for several years, urging Washington and European allies to release interceptors from existing inventories instead.

"It has been stipulated that deliveries may begin ONLY IN A FEW YEARS," Zelensky wrote on X.

The PAC-3 MSE is produced by Lockheed Martin; Boeing manufactures its advanced seeker components. Lockheed Martin has acknowledged it is exploring international manufacturing partnerships as demand for the interceptors rises.

Even with political authorisation, domestic Ukrainian production would require licensing agreements, technology-transfer arrangements, industrial investment and participation by those American manufacturers — a process that would not immediately resolve Kyiv's current interceptor shortage.

The Pentagon's "further review" response neither constitutes approval nor establishes when a decision might be made.
