Turkey, Qatar, Pakistan, and Indonesia signed a joint defense understanding memorandum dubbed "Badr" in Doha, at a ceremony attended by Turkish Defense Minister Yaşar Güler, Sheikh Saoud bin Abdulrahman bin Hassan Al Thani, Qatar's Deputy Prime Minister and Minister of State for Defense Affairs, Indonesian Deputy Defense Minister Yusuf Juhara, and Pakistani Defense Minister Khawaja Muhammad Asif.

The memorandum encompasses strengthening cooperation in military production, capability development, technical training exchange, and joint research and development, as well as developing joint solutions for modern defense systems.

The agreement seeks to integrate the defense industrial capabilities of the four nations and promote integration in this sector, with the production of weapons and systems to meet the needs of allied and friendly states.

Turk Prosper Defense Industries Chairman Professor Dr. Haluk Görgün said the memorandum represents "a strategic cooperation platform that brings together the capabilities of our nations," adding that it seeks to expand joint production capabilities and develop technology. He noted that Turkey's approach to defense industry goes beyond merely providing products to friendly and allied states, as it aims to share expertise and engineering capabilities for the purpose of joint production, joint development, and joint strengthening of capabilities.

The name of the memorandum, "Badr," means the moon at its fullness, in reference to the stated objective that the capabilities of the four nations complement one another on both economic and military levels.
