Constitutional Court consolidates civil servant pension case: 25,000 TL monthly increase if ruling is favorable

On August 6, 2026, the Constitutional Court reviewed an individual petition regarding the exclusion of civil service retirees from an 8,077 lira across-the-board salary increase and consolidated the case with the previously filed 2026/7162 case file. Ali Erdem Gündoğan, the lawyer of Seyfettin Çilesiz, an Honorary Member of the Supreme Court's 7th Criminal Division, stated that the consolidation decision signals that the final ruling will be announced soon.

If the Constitutional Court rules in favor of the plaintiffs, every civil service retiree will receive a 25,000 lira across-the-board monthly salary increase; additionally, approximately 1 million TL in retroactive payments per person accrued since July 2023 could be recovered. The case was filed over the government's failure to extend to retirees the salary increase granted to active civil servants ahead of the 2023 elections. When compared to the average monthly pension currently received by a Bağkur-insured retiree, the 25,000 TL increase corresponds to approximately a 15-20 percent rise. The Constitutional Court has previously ruled against the government in similar across-the-board salary increase cases, and this precedent forms the legal foundation of the current petition.
